Jordan K. Chapman has over 10 years of experience as a designer and CADD Technician on numerous utility design projects with NCDOT, Charlotte Water, and other municipalities. Included in that experience are 4 years of natural gas pipeline construction and design for Piedmont Natural Gas with both distribution and transmission natural gas pipelines, civil-site design, HDD and conventional bore design, and the design of regulator and over pressure protection stations. He also has over 4 years of surveying experience that includes utility design surveys. His field experience coupled with his design and CADD capabilities provide a valuable resource to utility design projects. He is proficient in both Microstation and AutoCAD
April 2019 - Hinde Engineering, Inc. is pleased to announce that Danny Puryear has joined the firm as an Encroachment Coordinator based in the Cary office. He will focus on utility projects throughout North Carolina.
Danny Puryear has over 45+ years combined experience as a draftsman, technician and engineer with the North Carolina Department of Transportation (NCDOT) and with Wetherill Engineering as Lead Utility Engineer and Coordinator. He began his career with NCDOT as a draftsman (1970-1984) in Planning and Research and was promoted to Technician in the Utilities Section (1984-1991), Engineer I, (1992-1999), and Engineer II (1999-2005). He retired from NCDOT with 36 years’ experience in 2005. Danny worked part time with NCDOT as Encroachment Review Engineer (2005 – 2009), then worked with Wetherill Engineers as Lead Utility Engineer (2009-2012). From 2012-2019 he has worked as Encroachment Review Engineer with NCDOT.
Danny has worked on numerous utility design and relocation projects throughout the State of North Carolina and has designed and developed numerous plans for water and sewer projects. Responsibilities also include reviewing encroachment, field investigation, coordination with utility owners, utility estimates, and development of Special Provisions.
January 2019 - Hinde Engineering, Inc. is pleased to announce that Kendrick Brevard has joined the firm as a Utility Coordinator based in the Charlotte office. He will focus on utility coordination projects throughout North Carolina and surrounding areas.
Prior to joining Hinde Engineering, Mr. Brevard served as a Project Utility Coordinator with the City of Charlotte. As a coordinator, he conducted project field investigations and utility conferences with utility companies affected by project road construction. In addition, he was involved in prior rights investigations and the development/executions of various types of agreements. Mr. Brevard has been involved in preplanning of utility corridors to avoid costly relocations.

Mr. Walston has over 1 year of experience as a CADD technician on utility related projects. He also has experience designing proposed facilities for private energy companies. He is proficient in both Microstation and AutoCAD.
September 2018 - Hinde Engineering, Inc. is pleased to announce that David West has joined the firm as an Encroachment Coordinator based in the Cary office. He will focus on utility projects throughout North Carolina.
David West has over 17 years of experience with the North Carolina Departments of Transportation’s Utilities Unit beginning in April of 1999 through August of 2016. His primary duty was to coordinate the NCDOT Encroachment Agreement approval process from the initial submittal of the agreement through the final approval or denial. Other duties included assisting and educating all NCDOT Districts and encroachment applicants on the encroachment submittal process, the proper use of the various encroachment forms, blanket encroachment agreements, bonding requirements, and encroachment retainage.
While at NCDOT, David West served from 2006 through 2011 as NCDOT’s representative on the Board of Directors of the North Carolina 811, Inc. and on the North Carolina Underground Damage Prevention Review Board in 2016.
Prior to joining the North Carolina Department of Transportation, David West worked from 1975 through 1998 for Phelps Brothers and West, Inc., a clearing and grading company in Fuquay Varina, NC. His duties began in a training position and evolved into project estimating and management; eventually serving as Vice President and Manager. Projects involved site clearing, grading, storm drainage and erosion control for residential, commercial and industrial sites in central and eastern North Carolina. Major customers of Phelps Brothers and West, Inc. included Carolina Power and Light Company, The North Carolina Department of Transportation, and various general contractors and developers.
David West has years of experience in both on site construction as well as the NCDOT permitting process.
August 2017 - Hinde Engineering, Inc. is pleased to announce that Harris Winters has joined the firm as a Utility Coordinator based in the Cary office. He will focus on utility coordination projects throughout North Carolina and surrounding areas.
Mr. Winters has several years of experience in the utility industry and has a great understanding of engineering design, electrical distribution, transmission delivery, distribution under build, maintenance and construction management. Prior to joining Hinde Engineering, he was with UC Synergetic, a contractor for Duke Energy, designing relocation plans on Highway Relocation Projects for NCDOT and the City of Raleigh.
Mr. Winters has been responsible for executing multimillion dollar cost estimates for Duke Energy, designing power delivery both overhead and underground, servicing clients both commercial and residential, determining load data and applications, acquiring special permitting where applicable and managing client relationships.

May 2017 - Hinde Engineering, Inc. is pleased to announce that Ron Wilkins, PE has joined the firm as a Project Manager based in the Cary office. He will focus on utility projects throughout North Carolina and surrounding areas.
Mr. Wilkins has twenty-three years of experience with the North Carolina Department of Transportation. Most recently Mr. Wilkins held the position of State Utilities Manager, and was responsible for all utility relocation work associated with NCDOT centrally let projects. In this position he managed the activities of the engineering, coordination, utility encroachment, and business sections as well as a full administrative staff. As State Utilities Manager he oversaw all budget, personnel, training, estimating, project tracking and scheduling, utility policy on NCDOT right-of-way, as well as consultant assignment and coordination within the Utilities Unit. He also managed the daily work activities of a staff of over 40 individual engineers, designers, coordinators, contractors, and administrative personnel. During his career at NCDOT Mr. Wilkins served as a Utilities Squad Leader the Design Services Unit and was responsible for supervising a staff of engineers and technicians developing construction plans and provisions, engineering estimates and permits for utilities relocated on numerous transportation projects across North Carolina. He also worked in the Construction Unit as a construction claims engineer evaluating contractor claims on completed Transportation Improvement Program projects across the state. This required extensive knowledge of the Standard Specifications for Roads and Structures, contract design documentation, as well as construction scheduling, phasing and project completion and acceptance.
Prior to joining the North Carolina Department of Transportation Mr. Wilkins was employed for over sixteen years by Carolina Power & Light Company in the Power Plant Construction Department and later in the Nuclear Engineering Department. He was the lead project engineer on numerous hydroelectric modification projects, earth fill dam projects located at company owned and operated coal fired plants, as well as many aspects of engineering and construction of the Shearon Harris Nuclear Plant in Wake County. Subsequent to CP&L’s decision to cancel construction on three of the four proposed units, Mr. Wilkins was involved with evaluation of the cancellations and the utilization of remaining facilities that had been constructed. Mr Wilkins also worked as a technical member of the legal team that successfully represented CP&L in litigation with the Eastern Municipal Power Agency, resulting from the Shearon Harris Nuclear Plant cancellations.

Greg Stevens, PE, has over 40 years of experience as a technician, engineer and engineering supervisor with the North Carolina Department of Transportation (NCDOT). He started his career in planning from 1975 to 1984 and was promoted to the utility section of design services where he worked until 2006 serving as engineer and squad leader. Since returning from retirement, he works part-time for NCDOT as an encroachment review engineer.
Greg Stevens has worked on numerous utility relocation projects throughout North Carolina. Responsibilities include design, coordinating with utility owners, and reviewing encroachments. He has designed all types of water and sewer facilities including boring and jacking, directional bores, and several structure, river, and crossing designs. He also conducted field investigations with utility owners. He was the western encroachment review engineer for over 7 years. During this time, he dealt with communication companies and water/sewer designs.
For most of the 40+ years he has been involved with all phases of utility relocations, utility coordination and utility encroachments throughout the State.

October 2015 - Hinde Engineering, Inc. is pleased to announce that David Boyd has joined the firm as a Senior Utility Coordinator based in the Cary office. He will focus on utility coordination projects throughout North Carolina and surrounding areas.
David Boyd has over 22 years of experience in the Right of Way and Utility industry. He has served as a Utility Coordinator for the NCDOT managing complex projects throughout the State of North Carolina and served as the Eastern Region Area Supervisor for the NCDOT’s Utilities Unit for 12 years. In addition, Mr. Boyd was the main point of contact for Design Build projects. He has excellent communication skills and developed good working relationships within State government and the private sector.
As a coordinator, David conducted project field investigations and utility conferences with utility companies/ municipalities affected by project road construction. In addition, he was involved in prior rights investigations and the development/executions of various types of agreements. He has been involved in preplanning of utility corridors to avoid costly relocation of proposed facilities for several large utility companies in North Carolina.
As the Eastern Region Area Supervisor for the NCDOT, David lead a staff of five Utility Coordinators that handled projects mainly in Eastern North Carolina NCDOT Divisions 1, 2, 3, 4 and 6.

Corey Bousquet, PE has over 30 years of experience as a Technician, Engineer and Engineering Supervisor with the North Carolina Department of Transportation. He started his career in Contract & Proposals administrating monthly lettings from 1985 to 1987, was promoted to the Utilities Unit as a Technician III from 1987 to 1991, Engineer I from 1991 to 1999, Engineer II from 1999 to 2004 and a Project Design Engineering Supervisor from 2004 to 2014. Mr. Bousquet has worked on numerous utility relocation projects throughout North Carolina. He designed all the water and sewer line relocation for three sections of the I-85 widening at Guess Road in Durham, including relocation of numerous sewer lines 6” to 30” and water lines 2” to 42”, boring and jacking steel encasements, tunnel liners, line stops with bypass for 42” concrete cylinder water pipe and 24” ductile water pipe, 30” restrained joint ductile iron sewer pipe on piers, bridge attachments, all irrigation water lines and backflow preventers for planters in the median, water meter relocations and vault design. He is proficient in Microstation and Geopak and served as CADD Coordinator in the NCDOT Utilities Unit.

Mr. Butner has over 20 years of experience in the utility industry and has a vast knowledge of utility installations, maintenance, make-ready plans/projects, engineering design and management of major utility relocations, signal upgrades, and many other aspects of the utility industry. Prior to joining Hinde Engineering, he was a Distribution Engineering Specialist within the Major Projects Central Region for Duke Energy.
Mr. Butner has been responsible for the proper installation and maintenance of overhead and underground power lines, design and management on a wide range of power distribution projects including major utility relocations on NCDOT projects, management and approval of telephone and cable television make-ready projects along with three fiber optic cable ring installations of 20-30 miles in Greensboro, Winston-Salem, and Hickory for KMC Telecom, project manager on signal upgrade projects for the City of Charlotte, and the Time Warner Cable representative for the City of Greensboro signal upgrades.

Mr. Davis has over 34 years of experience in the utility industry delivering a wide range of utility coordination services. Prior to joining Hinde Engineering, he was a Senior Utility Coordinator on various projects for CardnoTBE. From 1995 to 2001, Mr. Davis served as the Director of Contract Administration for Joint Use with Duke Energy.
Mr. Davis is highly experienced in negotiating legal documents with utility agencies, developing production schedules, conducting pre-design and design conferences, and conducting field engineering meetings with public and private utility agencies. He has, together with State Utility Agents of North and South Carolina, resolved utility conflicts for State projects. He is well known for his thorough reviews and proposing alternative designs and concepts to minimize time, cost, and inconvenience to the design and construction, as well as to the utility industry.
Mr. Davis has served as the utility coordinator on notable projects such as the Charlotte Streetcar Project, Wilmington Bypass, Western Wake Parkway, and US 311 Bypass to name just a few.
